You can't sign up now because the program closed July 1, 2006.

then whats point of microsoft leaving the damn windows vista on the site to be downloaded? there is just no point,
you can down load it but you cant download it and on of top of it too its a damn beta. doesnt make any sense. its a waste of time.. -- 壮大なマスター

If that's your opinion then I would suggest you quit messing around with the program and spend your time doing something more useful to you. The whole thing is voluntary, not mandatory.

You can't sign up now because the program closed July 1, 2006.

The reason the downloads are still there are so that anyone that had signed up for it, and had problems, broken disc, corrupted install, etc. They could re-download it and install using thier current key. Don't worry, These iso's are due to be taken off the server soon.

It makes sense if you understand the purpose of Beta and that Vista is still in Beta. Downloading takes time where getting the key takes the time to print the screen or receive the Email with the key. It makes sense that the download may be available for a longer time since downloading for some can take a day or more assuming no interruptions.
If having Vista is a priority, then acquiring near the beginning of the program is important instead of waiting until the end.

The downloads are open because folks were having a problem with the image files and some needed to download repeatedly to get a good file.
